Federal law requires that certain employees with CDL’s be tested for drug and alcohol use and that supervisors receive at least one hour of training in recognizing substance abuse symptoms. This workshop will untangle the intricacies of substance abuse awareness for those who hire and manage vehicle operators.

E-Government 2008

This seminar is designed to assist Primex3 members in understanding and complying with New Hampshire ’s Right-to-Know Law as it relates to electronic records and communications. But even more importantly, this program will provide guidance in understanding and implementing computer use policies and practices that can guard against liability and ease the task of producing “discovery” of electronic records that all of us will face, most likely sooner rather than later. The only effective risk management tool to use in the face of current developments is to “Be Prepared!” and that is the focus of this program.

How Sustainable Development / High Performance Projects Can Help the Environment, Save Money and Pave the Way for Getting Projects Approved!

Today, new terms have come into being to describe growth and building development such as smart growth, carbon footprints, green buildings, and sustainable development.  All too often local government projects are planned without serious consideration being given to these concepts, as scarce tax dollars are seen as limiting options for local governments. 

As planning tools and knowledge have advanced, consideration of the ecological impacts of construction projects now should be a substantial component of planning.  Projects that seemed impossible to finance or otherwise unattainable are no longer viewed as “out of the question.”  Funding for capital projects that offset debt service with energy cost savings has emerged as an alternative to traditional bonding.  New techniques and products that improve energy efficiency while lengthening a structure’s useful life should make building “on the cheap” a concept whose time has passed.  This new approach to public building projects can lead to more productive and healthier and safer environments for public employees and citizens. 

This seminar brings together an array of resources that demonstrate how public construction projects – whether they involve new construction, renovation, or alterations – can be planned and brought to fruition using the new economics of eco-friendly construction.

PILOT - New Hampshire Local Government and Environmental Concerns

Local governments are subject to a confusing array of environmental laws and regulations. Elected officials have the responsibility to understand requirements of environmental permitting and compliance. This session will equip attendees with tools and resources to assist in sorting out and prioritizing environmental issues facing local governments. Operating from a primary risk management perspective, this session will provide a focus to the manner in which environmental liability can affect local governments. It also will seek to provide a practical framework for organizing and maintaining related permits, records, and other documents.

PILOT - Role of the Governing Board

Primex3 Institute for Local Official Training (PILOT) programs are designed to provide elected officials (primarily governing boards) and upper level administrators and managers with tools and educational programs to more effectively and efficiently meet their governance responsibilities. To provide for maximum attendance by elected officials, PILOT programs start in the early evening, include a light supper and networking time, and conclude by 8:00 pm. 

 

For 2008, PILOT programs also will be presented in regional meeting formats to allow for even greater participation. PILOT programs are open to Primex3 members enrolled in Property & Liability, Workers’ Compensation, and Health coverage programs.

So You Want To Use Our....

Every school and municipal government will face requests to utilize their facilities at some point.  The facilities involved may range from schools to town halls to parks to streets.  The purposes for such requests are varied and may include weddings, funerals, speeches, protests, web site advertising, athletic events, religious gatherings, and more. 

Two primary questions inevitably surface for Primex3 members: 

  • Can we set conditions on such usage – can we even deny usage for one group if we allow another to use the same facility?  Can we charge fees? Can we require extensive application forms?
  • How can we protect ourselves and the public from incurring costs, liability and damages arising from such usage?

This program seeks to provide members with the risk management tools to address those questions and more.  Attendance at this session will help to ease the handling of these requests and prevent “reinventing wheels” as facility usage requests are made.

Through a combination of video demonstrations of special education assessment, mediation and hearing procedures with comment, discussion, and guidance by a panel of expert attorneys and special education administrators, attendees will gain understanding and perspective on the complicated and detailed special education process. A Hands-On Risk Management Program

Every year many police officers and other emergency services workers are injured or killed in vehicle crashes. Don’t let it happen to you! This day long, hands-on driving program will show you a wide range of simple but effective driving techniques that could save you or one of your co-workers from injury or death. Each participant will learn the limits of the vehicle, secrets of steering, braking, and handling, and how to avoid a variety of everyday driving.

This is a full-day program and will include the operation of vehicles provided by Stevens. Much of your day will be spent behind the wheel of a Stevens provided vehicle.

UC Quarterly Wage Reporting

A hands-on workshop for anyone responsible for the filing of Unemployment Compensation (UC) Quarterly Wage Reports.  Attendees will learn some easy-to-understand methods to make the reports consistent and compliant with State requirements.  Each participant will have the opportunity to meet individually with Primex3 staff to get specific formatting questions answered, and to have hands-on access to their own UC 2nd Quarter reporting file.
