The discharge of a public employee is never a pleasant or easy task. Alleged failures by public employers to implement termination procedures correctly or for legally sufficient reasons are leading causes of employment litigation. A Motor Vehicle Tool Kit Session

Federal law requires that certain employees with CDL’s be tested for drug and alcohol use and that supervisors receive at least one hour of training in recognizing substance abuse symptoms. This workshop will untangle the intricacies of substance abuse awareness for those who hire and manage vehicle operators.

Expectations for the November 2008 general election indicate a high turnout, accompanied by a variety of risk management concerns.  In risk management for elections as elsewhere, knowledge and preparation are key, so this seminar is designed to provide members with guidance and advice to assist in conducting the 2008 election properly with as little likelihood of problems as possible.

Tools to Prepare for an In-Depth Financial Review

Across the country and in the private and public sectors, financial irregularities, dishonesty, and poor accounting practices have emerged as leading elements in financial losses. Recent and persistent history demonstrates that New Hampshire local government and school organizations face escalating threats of loss from these practices. Local governments and school organizations, though, have the ability to address these concerns and this seminar provides in-depth guidance in creating defensive measures and positive actions that create and implement risk management and loss prevention strategies, while encouraging participants to participate in discussing their experiences.

Each year brings about new developments and concerns with both the Federal Family Medical Leave Act and the Federal Fair Labor Standards Act. These laws become ever more complex and regulatory and judicial interpretation along with legislative changes mean that annual review is essential. Add in changes in State labor laws that have been enacted during the 2008 Legislative Session and the need to attend this key risk management program is even more apparent.

A New Primex³ Mantra

Record-keeping is likely one of the most disliked tasks required of local governments.  Add in the problems of managing records under New Hampshire’s Right-to-Know Law and the difficulties are compounded. Factor in special requirements for electronically stored records and records management problems reach new heights.

At the same time, good records management practices can effectively manage risk and lower government costs in numerous ways.

How Sustainable Development / High Performance Projects Can Help the Environment, Save Money and Pave the Way for Getting Projects Approved!

Today, new terms have come into being to describe growth and building development such as smart growth, carbon footprints, green buildings, and sustainable development.  All too often local government projects are planned without serious consideration being given to these concepts, as scarce tax dollars are seen as limiting options for local governments. 

As planning tools and knowledge have advanced, consideration of the ecological impacts of construction projects now should be a substantial component of planning.  Projects that seemed impossible to finance or otherwise unattainable are no longer viewed as “out of the question.”  Funding for capital projects that offset debt service with energy cost savings has emerged as an alternative to traditional bonding.  New techniques and products that improve energy efficiency while lengthening a structure’s useful life should make building “on the cheap” a concept whose time has passed.  This new approach to public building projects can lead to more productive and healthier and safer environments for public employees and citizens. 

This seminar brings together an array of resources that demonstrate how public construction projects – whether they involve new construction, renovation, or alterations – can be planned and brought to fruition using the new economics of eco-friendly construction.

Primex³ Institute for Local Official Training (PILOT) programs are designed to provide elected officials (primarily governing boards) and upper level administrators and managers with tools and educational programs to more effectively and efficiently meet their governance responsibilities. To provide for maximum attendance by elected officials, PILOT programs start in the early evening, include a light supper and networking time, and conclude by 8:00 pm. 

For 2008, PILOT programs also will be presented in regional meeting formats to allow for even greater participation. PILOT programs are open to Primex³ members enrolled in Property & Liability, Workers’ Compensation, and Health coverage programs.  

This workshop will discuss basic nutritional practices designed for preventing chronic illness in a fun “Food Channel” experience.

Every school and municipal government will face requests to utilize their facilities at some point.  The facilities involved may range from schools to town halls to parks to streets.  The purposes for such requests are varied and may include weddings, funerals, speeches, protests, web site advertising, athletic events, religious gatherings, and more. 

Two primary questions inevitably surface for Primex³ members: 

• Can we set conditions on such usage – can we even deny usage for one group if we allow another to use the same facility?  Can we charge fees? Can we require extensive application forms?
• How can we protect ourselves and the public from incurring costs, liability and damages arising from such usage?

This program seeks to provide members with the risk management tools to address those questions and more.  Attendance at this session will help to ease the handling of these requests and prevent “reinventing wheels” as facility usage requests are made.

A Hands-On Risk Management Program

Every year many police officers and other emergency services workers are injured or killed in vehicle crashes. Don’t let it happen to you! This day long, hands-on driving program will show you a wide range of simple but effective driving techniques that could save you or one of your co-workers from injury or death. Each participant will learn the limits of the vehicle, secrets of steering, braking, and handling, and how to avoid a variety of everyday driving.

This is a full-day program and will include the operation of vehicles provided by Stevens. Much of your day will be spent behind the wheel of a Stevens provided vehicle.

A Hands-On Risk Management Program

Back by popular demand! Attendees will learn the proper methods for controlling traffic at school crossings so as to protect themselves, the students, and the motoring public. In addition, they will have the opportunity to discuss their authority under the law.

Emphasis will be placed on the equipment and techniques required to be an effective and safe crossing guard. Practical exercises will be incorporated into the session so that attendees can practice what they learn.

A hands-on workshop for anyone responsible for the filing of Unemployment Compensation (UC) Quarterly Wage Reports.  Attendees will learn some easy-to-understand methods to make the reports consistent and compliant with State requirements.  Each participant will have the opportunity to meet individually with Primex³ staff to get specific formatting questions answered, and to have hands-on access to their own UC 2^nd Quarter reporting file.
